They have been forcing low income people out of their homes and are seen in cities all across America. This research aims to discover which neighborhoods in Brooklyn, New York have benefitted the most from the recent moratorium on evictions. Eviction rates in Brooklyn have been consistently high for the last two decades or more. Brooklyn, much like many other cities across America, has undergone gentrification that has changed the physical and social landscape of the borough. Many neighborhoods have seen high eviction rates due to gentrification of working class and immigrant neighborhoods through new construction of office buildings and luxury high rises, with a high concentration of evictions in central Brooklyn. This rate fell dramatically in 2020 due to the New York State Eviction Moratorium, enacted March 20th, in response to the COVID-19 pandemic. However, this moratorium is set to be lifted May 1, 2021, and eviction cases have already been filed to appear in court after that time. To understand the patterns and inequity within evictions to advise public policy, this research aims to investigate all neighborhoods of the Borough in order to determine which neighborhoods have benefited the most from this recent halt on evictions. Using Geographic Information Systems (GIS) through ArcGIS Pro, this research sets up a spatial analysis that views evictions in a heat map over the entirety of Brooklyn and all of its major neighborhoods. It looks at over 17,300 residential evictions in the last four years covering 46 neighborhoods within the borough, showing a high concentration of evictions in Central Brooklyn and the shift from a low income area to a high income area.
