In 1964, he became co-director of the Council of Federated Organizations (COFO), a cohort of major groups like the SNCC, the National Association for the Advancement of Colored People (NAACP), and the Congress of Racial Equality (CORE). His role as co-director of COFO and field secretary of SNCC led him to his position as director of the Freedom Summer Project, which trained volunteers in Oxford, OH.
